With a fork, whisk half of the oil and all the lime juice. Pour over fish and turn to coat.
Heat remaining oil in a large, safe nonstick skillet over medium heat.
Add onion and peppers. Cook 6 minutes until onion is translucent and pepper are just tender.
Sprinkle half of the salt over fish, then add fish to skillet. Pour in coconut milk, add tomato.
Reduce heat to medium-low and simmer 8 to 9 minutes, turning fish halfway through cooking time.
Stir remaining salt into sauce, spoon over fish, and serve immediately.
