Heat broth in saucepan. Add onions, sauté 10 minutes.
Add garlic, water, lentils, carrots, mushrooms, celery, bay leaf, rosemary, crushed red pepper, and bring to a boil.
Reduce heat to medium. Simmer 30 minutes.
Discard bay leaf. Add tomatoes and vinegar, simmer 5 minutes.
Sprinkle with parsley and serve.
